U.S. says kills up to 116 civilians in strikes outside war zones

WASHINGTON President Barack Obama’s government said on Friday it mistakenly killed up to 116 civilians in strikes in countries where America is not at war, a major disclosure likely to inflame debate about targeted killings and use of drones.
The total, released by the U.S. director of national intelligence, is far lower than estimates by non-governmental organizations.
